Get financing to implement adaptation measures in your city
Following the publication of the EU Strategy of Adaptation to Climate Change in 2021, the European Commission launched the Policy Support Facility, a new initiative under the Covenant of Mayors – Europe to assist local and regional authorities implement adaptation strategies.
In this framework, 40 local and regional authorities from 12 Member States in Europe will have the opportunity to receive tailored support from national and European experts to advance on adaptation action.
Who can participate?
The programme is open to local, metropolitan or regional authorities from the 12 targeted Member States at any stage of their adaptation journey. These countries are:

Participation in the programme is under the condition that the municipality or region takes the necessary steps before their first programme activity to commit to either the Covenant of Mayors 2030 or 2050 targets (as a signatory or coordinator). Participants are required to complete their formal adhesion to the Covenant of Mayors before the start of the technical assistance in September 2022. If you are already a 2020 signatory, you are required to update your commitment to the latest Covenant targets and objectives.
Which topics will you receive support on?
The support from the Policy Support Facility will be tailored to your city or region's needs. In the last part of this application form, you will thus be asked to identify one priority measure to focus the technical assistance on. This measure can be anything climate adaptation-related: it may be to prepare the ground work of identifying risks and vulnerabilities, to develop a local policy to incentivise nature-based solutions, or even to perform a feasibility study for a rainwater catchment infrastructure project.
